Thibk you're jumping the gun (unsurprisingly) here Scott. it's been 5 days since the referendum.
Obviously various views on the route forward will come out over the coming weeks / months, but this does not mean they are anymore likely to come true.
The 'vow' hasn't gone. It hasn't been fully resolved yet and won't probably be for some time.
Despite the fact that it would have taken years and endless political compromises to cobble together the arrangements required for an independant country, some ex-Yessers are getting all muffy because things aren't moving quickly enough against their idea of how fast politics should move..
The Barnett formula should be changed if additional tax raising powers are transferred, otherwise, we'd be bringing in more, but effectively subsided by the rUK.. It will be blamed on the Westmister parties, but I'm not sure the people of Scotland will be too happy with our new economic deal if, even though its 'fairer', we end up slightly worse off..

Hague said the Barnett formula was "a commitment to that higher level of spending for Scotland" but would become "less relevant over time". He said it would diminish in importance as Scotland gained more tax-raising powers.

Well, its clearly open to interpretation, as they will legitimately discuss what happens to the current allocations should certain areas of tax-raising powers be moved to Scotland. Different ministers / MP's from different parties will all have different views on what should happen. Its not a broken vow to be discussing it.
If we raise more tax within Scotland, and it stays in Scotland, then by rights any subsidy levels provided by Westminster is reduced, hopefully in proportion. But I think we have opened ourselves up to having a more variable budget in this respect, and personally I would have left it alone (which was impossible as soon as the vote was proposed..)

They will stick to the timetable, but the timetable was always a box filling expercise anyway to give people some form of structure to plans for further devolution. The content and what actual power will be devolved will be part of ongoing discussions between all UK and Scottish political parties..
The very last-minute approach has undoubtedly restricted them to an large extent, but not much can be down about that now...
