Let's look at this two ways. 4000 rpm in 2nd gear is about 40 mph, not enough to generate downforce, but where it starts to get bumpy. The bumps also fail to increase as speed increases, which is not what you would expect if you were seeing downforce.
Secondly, how much of these aero bolt on bits actually produce notable downforce?
So i'm not taking that as an excuse. It's either suspension setup/road issues causing the wheels to skip, problems with fueling/tb or signal noise, most likely from dubious grounding arrangements.
