Hi I'm back under the car and checking the fuel inhibit switch on Nelly's advice. I have the meter checking the voltage and only getting 0.1v is this right?

At the fuel relay in the boot I am getting 9V across connections 85 &86 and 12v across 87 & 30. The loom of doom looks OK and I have cleaned the contacts with some cleaning spray. Which of the connections would I need to check and which of the two 'doom' plugs. Its looking more likely I will be cutting up the rear panel for the Vocky fix.

IIRC the fuel pump feed wire is a big thick pink/brown wire at one corner of the blue LOD plug.  It's the only big fat wire in the plugs.  Pull the yellow mesh part out of the plug and check the terminal for corrosion (green / white powder).  Spray won't fetch this off.  'fraid I can't comment on the voltages, sorry.

85 + 86 are the K16 fuel pump relay coil connections, the white/violet wire is the coils 12v switched supply from the ECU, it goes through the 'loom of doom' blue plug - X2, so worth checking that and also the ECU plug.

87 + 30 are the fuel pump power cables, so if you have 0.1v at the fuel cut off switch the fuel pump relay K16 is not energizing.

Cheers Vocky.

I have swapped the relays in the boot around with each other so I don't think it is the relays, so does your statement point to a fault in the wiring between the relays and fuel cut off switch?

you cannot swap the brown relay with a grey relay, the engine would not run.
