If the chassis is good then that car is a bargain. Peter could even buy it and sell it for a little more. That's what I did with my tubby when they were worth alot less. Got it back from the insurance for £3.5k and sold as it was for £5.5k

Im sure there was a non cat vxr stage 5 sold last year for around 16.5k, could give a starting point figure for this one
