Ok let me set the scene (this is my 17 year old brother btw not me), stop the car down the street (he is parked on the curb to be fair) of a small town and was talking to a friend on the path for literally two minutes. Then a copper, not even in a car, he is just walking down the road, gives him three points an a £60 fine! He actually asked when the copper went up to him if he wanted him to move, the copper replied "yeah, after I've given you a penalty." The woman cop who was with him wrote it out, gave it to him, then walked off, an thats it! Seems real unfair to me, I myself have done exactly the same in the same place, and just simply been told to move on, and I have seen three other occasions where other people have been told to move. Anyone else had this or is this just a pissed off cop trying to make himself feel better. I did have a respect for the police and recognise that the majority are fair minded, but each incident is down the the police officers indiscretion but imo he has been real unfair here, when he could have just asked him to move

Wasn't aware you could get points for a parking offence 
I'd check the ticket to see exactly what he's been charged with 
Was he being anti-social with his stereo or does his car have a particularly loud exhaust?

Mmmn not sure you can get points for parking, fine, but I would just contest it saying that he had broken down..
and right a letter of complaint to the local police supt int at the lack of manners and professionalism of the officer / Probably traffic warden.. Probably wont get you anywhere but nothing like venting off a bit of steam.... 
PS what was the offence code on the ticket ? He may just be lying?

It'd be good to know what he got done for...
Its unlikely they'd ever reverse it, but its definitely worth a complaint about the fact there was no warning and he doesn't even know what he wasn't supposed to be doing

Surely points are only given for driving offences, not parking offences? Sounds pretty suspicious to me. Like the guys have said, check what the offence/charge is..

it could have been for being stopped in an Urban Clearway area - that might count as a traffic offense I guess...

When I was 16 I got 3 points for not having an L plate on my ped, the code for that was LC20 - driving otherwise in accordance of the law, and I thought all codes were two letters then two numbers?? I thought he might have had that same code as me as he technically wasn't driving badly, as he wasn't even driving at all!
That is a good point though as he was only parked and not driving, I thought at the most he would get clamped, but as he was actually in the car???
He has only had his test passed about 5 months, has a completely standard 1.1 206, so it's not as if he is even a boy racer that was being a knob, I haven't asked but I doubt he will have been gobby to him either. Actually saying that, he told me what he said, as explained above, so just seems like the copper was bein a cock.
Just a quick question as well while I remember, say for example if by magic this did happen, is there any chance that the points could be taken back? I said to him that he should complain, but I think this might be like talking to a brick wall as we wont get anywhere. I will check tonight tho to see what the offence is, and whether anything can be done, but I suspect the copper knows what he is doing so could be pointless

I was once threated (funnily enough when I was 17 !) with 3 points for parking over them - at the time I cr@pped myself and kissed ass big time - it was only afterwards I realised the copper was being a total tosser - I was over them by about 3 inches !

There are very few parking offences punishable in law with penalty points, one of the ones most used by the cozzers is s22 of the RTA 1988- parking in a dangerous place-
22. If a person in charge of a vehicle causes or permits the vehicle or a trailer drawn by it to remain at rest on a road in such a position or in such condition or in such circumstances as to be likely to cause danger to other persons using the road, he is guilty of an offence.
It should be noted that the burden and standard of proof in all cases such as this rests firmly on the crown.
All RTA fixed penalty notices can be challenged at court and it sounds like your mate fell well below the threshold for this offence. Get him to have a look at the notice which should clearly state what his rights of appeal are and what the charge is.

What my brother didn't tell me, was that he was parked near a zebra crossing so in theory yes he could have put someone at risk by blocking the view. But that still doesn't stop the fact that the copper was a cock, like every other instance I have seen, he could have just been told to move, but he didn't.
What is a bit weird tho, is that after the cop said "after I've given you a penalty" he just walked off, leaving the bird cop to write out the paperwork, so it wasn't as if he even had the chance to defend himself or even explain. And people wonder why police aren't liked.

The horn is there to be used though! In your defence you could say, the purpose of the horn is to alert people to your whereabouts, thats what you were doin, you were letting the birds know you were there! No idea what 50071 relates to. Sounds like a rubbish code to me.
I am currently working on a project for car insurance and below is the (long) list of offence codes our insurance application includes. I am sure this same info is published elsewhere on gov websites. Anyway, if 50071 is not here then I would expect it's a junk code. Regardless, if they never explained what the charge was at the time of the 'offence' then that in itself is grounds for complaint.
